Information for candidates of EU and EEA member states, Swiss Confederation and third countries

 

1.Language of study

All didactic, practical and research activities are in Romanian, except the study programs where the teaching is in an international language.

2. Confirming the knowledge of Romanian in which the studies are to be carried out

The linguistic skills of the candidates must be mandatory proved through a graduation diploma or certificate of the Romanian preparatory year courses.

3. Registration of the candidates

Citizens of the European Union member states, states from the European Economic Area and of the Swiss Confederation, can participate in the admission in all cycles of university studies under the same conditions provided by law for Romanian citizens, including the tuition fees or for the places at his/her own expense (Tax in Foreign Currency).

The minimum condition for registering is the graduation of an accredited high school in the country of origin which its diploma allows access to university studies in that country. This diploma must be recognized by the Ministry of Education and Research of Romania.

4. Additional information for the candidates registration

The registration file must contain the official proof of graduating high school and the final grades of the baccalaureate / high school exam.

The baccalaureate / high school diploma or the proof of graduating high school must be submitted in original at the moment of actual enrolment in studies, for countries which do not organize the baccalaureate / high school exam.

The lack of the baccalaureate / high school diploma or the proof of graduating high school and of the baccalaureate / high school exam grades at the moment of enrolment or discovering a fraud, will lead to the automatic loss of the place obtained by selection and of all taxes paid up to that point.

5. Information regarding the admission of foreign candidates

a) The admission is done by admission contest, written test or file-based, in Romanian for Romanian, European Union, EEA and Swiss Confederation citizens, who chose the contest in July 2020. Based on this contest, budgeted seats by the Romanian state or tax seats can be accessed.

b) The admission is through a contest to evaluate school performance and personal achievements for citizens of European Union member states, states belonging to the European Economic Area and the Swiss Confederation, at the Faculty of Medicine and Pharmacy, who chose this admission method.

6. Recognition of high school studies by the Romanian authorities

  1. For European Union, EEA and Swiss Confederation citizens, the studies are recognized by the National Center for Recognition and Equivalence of Diplomas, a body of the Ministry of Education and Research of Romania.

Among the documents included in the registration file are those necessary for the recognition of high school studies. If you have been declared eligible and your file is complete, the university will send the documents to the National Center for Recognition and Equivalence of Diplomas to be recognized. After the National Center for Recognition and Equivalence of Diplomas evaluates the file, a certificate is issued which gives the right to study in the universities of Romania.

The enrolment at the study programs within the university is conditioned by the recognition of studies by the National Center for Recognition and Equivalence of Diplomas.

In case the National Center for Recognition and Equivalence of Diplomas does not recognize your studies, we cannot enroll you.

  1. For citizens of third countries of the European Union, the equivalence of the high school studies is done by the Directorate-General for International Relations and European Affairs within the Ministry of Education and Research of Romania.

Among the documents included in the registration file are those necessary for the recognition of high school studies. If you have been declared eligible and your file is complete, the Directorate-General for International Relations and European Affairs issues a letter of acceptance to study which is indispensable for you to obtain a study visa.

The enrolment at the study programs within the university is conditioned by the recognition of the studies by the Directorate-General for International Relations and European Affairs. In case the Directorate-General for International Relations and European Affairs does not recognize your studies, we cannot enroll you.

In case the National Center for Recognition and Equivalence of Diplomas or, as the case may be, the Directorate-General for International Relations and European Affairs do not recognize the studies, the study contract signed between the student and the university ceases when the Ministry of Education and Research communicates to the university the official document which certifies that the study documents have not been recognized and the tuition fee paid by the student until the date of enrolment is non-refundable.

In case the European candidate submits documents issued by a third country of the European Country, the required documents must be prepared according to the list available to third-country citizens of the European Union, as it follows:

Copies of the study documents issued by non-EU countries must be endorsed for authentication by the Ministry of Foreign Affairs of the issuing country and the Embassy of the issuing country in Romania and by the Ministry of Foreign Affairs of Romanian or to have the Hague Apostille (if necessary). For countries where there are no diplomatic missions of Romania or do not have diplomatic missions in Romania, the study documents will be endorsed by the Ministry of Education and Ministry of Foreign Affairs of the issuing country.

For the diplomas from the Republic of Moldova there is no need to have the apostille or to be authenticated. Diplomas issued previous of 2008 (as well as diplomas issued after 2008 which cannot be verified through the portal) will have an original Authentication Certificate issued by the Ministry of Education of the Republic of Moldova.

If the candidate’s first and last name on the baccalaureate / high school diploma is not identical with the first and last name on the birth certificate, the candidate must submit a notarial explanatory note.

7. Possibility to finance studies and the amount of fees charged

Candidates admitted by contest with written test or file-based can benefit from budgeted seats by the Romanian state or tax seats.

Candidates admitted through evaluation of school performances and personal achievements can access only seats at his/her own expense (Tax in Foreign Currency).

8. Citizenship of a candidate vs. the form of admission for which he/she opts

For the admission by written test or file-based, in Romanian, Romanian, EU, EEA and Swiss Confederation citizens can register.

For the admission by evaluation of school performances and personal achievements, EU, EEA, Swiss Confederation and third country citizens can register.

Likewise, at the study programs taught in Romanian, are admitted without admission contest foreign citizens registered through bilateral governmental and/or institutional agreements, who benefit from study scholarships from the Romanian state, under the conditions provided by the regulations in force.

9. Taxes for the registration process

For the admission by written test or file-based, in Romanian, the registration tax is 150 RON.

For the admission by evaluation of school performances and personal achievements the file processing fee is charged in the amount of 50 EUR.

For the file-based admission of non-EU candidates, the file processing fee, non-refundable, is 250 EUR.

10. How to register

The registration for the admission contest for citizens of EU and EEA member states, Swiss Confederation and third countries take place at the university headquarters on Str. Domneasca no. 47, room U89. Candidates can send the required documents online at rectorat@ugal.ro

The submission period of the files is:

  • 8 – 11 July 2020
  • 13 – 17 July 2020

11. Study visa in Romania

Citizens of third countries of the European Union need a study visa issued by the Embassy of Romania in the country of origin. The visa is issued based on the Letter of Acceptance to studies issued by the Directorate-General of International Relations and European Affairs within the Ministry of Education and Research.

European Union citizens do not need a study visa in Romania. They must notify their staying at the bodies of the Ministry of Internal Affairs.

Incomplete files are checked but are not eligible for evaluation.

Proving documents that are not translated are not eligible for evaluation.

The annexes (NCRED/DGIREA application forms) must have the date and signature so that the file can be evaluated. The selection results cannot be contested.

Correspondence received at the university after the deadline and after the completion of the selection process will not be taken into account.
